24/7, 365 Eve-wide war-dec (so no gate/station guns anywhere - including hi-sec :) (but you still have the NPC Navy) ). Taking 'enemy' plexes drives up the contested level (closing friendly drives it down)...when vulnerable, the bunker can be bust...
